Building Consent Application Form and Guide

The Building Consent Application Form and Guide is the same for all Councils belonging to the Waikato Building Consent Group.  This group consists of the Building Control Units from: Hamilton City Council,  Waikato District Council, Waipa District Council, Matamata Piako District Council and Otorohanga District Council.   The application form has been designed to reduce the confusion for building industries working in more than one territory.   This form is also used for a PIM (Project Information Memorandum) application and can be picked up from any of the Councils belonging to the Waikato Building Consent Group or downloaded from below:  

 Alternatively you can email a request for the form to be sent to you. 

To help you complete the application, a guide is attached at the back of the form which explains each step of the application, the terms used, what information and documents you need to provide and where to get these from.  The pre-application checklists will also help you. Your application must be complete before the Council will accept it for appraisal.

Pre-application Checklists

These checklists are designed to help you with the initial Building Consent Application process. They include what information and documents you need to have to lodge your application.  It's a good idea to have a look at these when you fill out your application form.  As there are many types of projects, we have produced different checklists for the various types of jobs.  For Hamilton, these are available from the Building Unit Reception on the ground floor of the Council buildings in Garden Place or can be downloaded from this site:

Pre-application Meeting

For all projects requiring a PIM and/or a Building Consent, the Council requires a pre-application appointment with the owner/agent.

This meeting is to discuss the proposed project, and the information that will be required for the application.  It is very important the person attending the pre-application meeting is familar with the designs, the terminology, and can discuss the issues and work associated with them.

In the long term, this meeting can save the owner/agent time and money by ensuring that all eventualities are covered with respect to the Building Code and the site on which the building project is to occur.

These are the checklists we use to check and process your building consent application.  These are very detailed, but are useful for you to see what your application is being checked against.  These checklists are also used at the pre-application meeting.

Amendments to the Building Consent

Certificate of Acceptance

The Building Act 2004 allows for any person to apply for a "Certificate of Acceptance" for any work that has been completed without a building consent.  This however is only applicable to work carried out after the inception of the Building Act 1991 (1 July 1992).  A " Certificate of Acceptance" must be applied for on the appropriate form which can be picked up from the Building reception or downloaded:

Certificate of Public Use (CPU)

Anyone constructing or altering a commercial building intended for public use (referred to as a premise) may need to apply for a Certificate of Public Use (CPU). A CPU is required if you want to open the premise prior to obtaining the Code Compliance Certificate.

Council will issue a CPU if it is satisfied that the premise is safe for the public to use - this will have an expiry date.  The premise will need to obtain the Code Compliance Certificate before to this expiry date.

Vehicle Crossing Application

If you need to put in a vehicle crossing, fill in an application form.  This is available from the Building Control Unit or can be download here.  Please deliver the completed application to:

Make sure that you include all the required documentation or your application will be on hold until the documentation is received.  An application is not needed if you have applied for a building consent or a subdivision consent.
